The purpose of this dock was to facilitate emergency response; <br />getting injured or other persons requiring services off the lake into ambulances or police cars <br />quickly and efficiently. <br />The County is the only entity that can operate an emergency dock, and they may do so only <br />when 5 conditions are met, including no overnight storage. Emergency docks are a permitted <br />use in the LR -1A zoning district. Permitted uses require site plan approval, either from the <br />Council or staff. Site Plans requiring Council approval include a public hearing at the Planning <br />Commission level. <br />The Long Lake Fire Department has indicated a desire to house their response boat at the <br />Hennepin County Dock, including overnight. To do so, an ordinance amendment is required, to <br />allow for the overnight storage. Also, Hennepin County would need to approve the use by the <br />Long Lake Fire Department, and approval granted by the City. <br />In all draft ordinances, proposed new language is underlined, and language proposed to be <br />deleted is stF el( thFewg4. <br />Planning Commission Discussion <br />The Planning Commission, in their discussion in November, noted concern with 'mission creep' <br />the experience of slowly eroding the requirements of the ordinance to sometimes unknown <br />and unintended effect. <br />In response, the Planning Commission recommended approval of an ordinance that allowed <br />overnight storage, as a conditional use. A conditional use also requires a public hearing and <br />Planning Commission recommendation, to be approved by the City Council. <br />Public Hearing Comments <br />No public comments have been received. <br />
