LA18-000035 <br />April 16, 2018 <br />Page 6 of 6 <br />Conditional Use Permit and Site Plan Analysis <br />All uses have impacts, and uses within a commercial district can expect a certain elevated level of <br />traffic, noise, and lighting over residential uses. This proposed use may generate additional <br />impacts over these 'normal' impacts with dog barking, and smells sometimes associated with <br />animals and animal boarding. The applicants are well aware of the noise concerns, and has taken <br />multiple steps to address these through building design and operations. The applicant should <br />describe the sound mitigation strategies so the Planning Commission understands the proposal. <br />The site will be improved by building a new accessory structure for year round indoor play for the <br />animals and privacy fencing surrounding and enclosing the property. Waste will be picked up and <br />disposed of in the garbage. Liquid waste will filter through to the ground. The trash enclosure, <br />proposed at the north corner of the building, may need to be relocated to accommodate clearer <br />traffic movement. The trash enclosure will be screened with white privacy fence. The applicants <br />are proposing to eliminate one existing stall so the site will have a total of 7 stripped stalls. The <br />Planning Commission should discuss how the parking applies to the site. <br />Public Comments <br />To date, no public comments have been received. <br />Issues for Consideration <br />1. The Planning Commission should discussion the Parking Analysis and determine if more <br />parking stalls should be required as proof of parking for future use. A potential condition <br />to be added could be: A re -review of the Conditional Use Permit can be done at any time <br />if the city receives complains about parking on the site. Additional parking may be <br />required to be installed) <br />2. Does the Planning Commission find the proposed use addresses the standards for <br />Conditional Use Permit and Site Plan approval, and thus are appropriate uses on the <br />property? <br />3. Does the Commission find it necessary to impose conditions in order to mitigate the <br />impacts created by the granting of the requested conditional use permit? <br />Planning Commission options for consideration <br />Planning Department Staff recommends approval of the Conditional Use Permit and Site Plan <br />Review for "DogHaven", subject to the following conditions: <br />1. The operator maintains the annual kennel license. Failure to maintain the kennel license <br />shall render the Conditional Use Permit to lapse. <br />2. Dogs shall be supervised while outdoors at all times. <br />3. All MCWD requirements are met. <br />4.
