MINUTES OF THE <br />ORONO PLANNING COMMISSION <br />Monday, April 16, 2018 <br />6:30 o'clock p.m. <br />associated with animals and animal boarding. The applicants are well aware of the noise concerns and <br />has taken multiple steps to address these through building design and operations. <br />A comment has been received from Hennepin County today recommending that the gravel drive onto <br />Shoreline Drive be removed. No other public comments have been received on the application. <br />Planning Staff recommends approval of the conditional use permit and site plan subject to the following <br />conditions: <br />1. The operator maintains the annual kennel license. Failure to maintain the kennel license shall <br />cause the Conditional Use Permit to lapse. <br />2. Dogs shall be supervised while outdoors at all times. <br />3. All MCWD requirements are met. <br />4. Re -strip the parking lot to improve and identify the parking stalls. <br />Lemke asked if there are any elevation views of the fencing. <br />Oakden stated the applicant is proposing a 6 -foot white vinyl fencing and that they have not submitted <br />any samples. <br />Lemke asked if there is a floor plan for the building. <br />Oakden noted there will be one bathroom in the accessory building, which will be used for a year-round <br />play area and will be largely open. Also within the building will be some indoor kennels and offices. <br />Lemke asked if the applicants are proposing overnight kenneling. <br />Oakden indicated they are proposing limited overnight kenneling. <br />Thiesse asked how many animals are being proposed. <br />Oakden indicated the applicant will need to address that. The license granted would be a kennel license <br />and it would have to be renewed annually. <br />Libby asked if there is any information from Hennepin County as to why they propose the elimination of <br />the other drive. <br />Oakden stated if there is an unused driveway access off a county road, they will ask that it be removed. <br />Libby commented he would be interested in hearing information about soundproofing from the applicant. <br />
