Flii =]L-18 0000 -in <br />11IMar _018 <br />i age io 5 <br />The Park Fee is determined as 8% of the fair market value of the land being subdivided, but <br />must be between a minimum of $3,250 and a maximum of $5,550 per residential dwelling unit. <br />For the proposed development, the Park Fee would be based only on the new lot. The City's <br />Assessor will be consulted to determine the market value of the land for establishing the <br />amount of the fee. <br />Stormwater and Drainage Improvements <br />The City's consulting engineer has provided comments regarding this proposed plat with regard <br />to stormwater management and drainage concerns, some requiring additional action or plan <br />revisions by the developer. However, the developer should contact MCWD and provide <br />confirmation regarding the permits or approvals they will require for this subdivision. Rain <br />gardens/filtration basins are shown adjacent to the defined wetland buffer. <br />The development is subject to the 2018 Stormwater and Drainage Trunk Fee of $4,030.00 per <br />acre. For the 2 -acre zoning districts, any lot exceeding 2.0 gross acres, including wetland, shall <br />be charged a maximum trunk fee equal to the trunk fee for a 2.0 acre parcel. Therefore $4,030 x <br />4 [2 lots x 2.0 = 4.0 total acres] _ $16,120.00. <br />Utility Locations and Availability <br />The subject property is located within the Metropolitan Urban Service Area (MUSA). Sewer is <br />available to the property in Old Crystal Bay Road South. The Code requires the connection to <br />sewer where available, however the applicant has asked for a waiver of this requirement. They <br />have provided acceptable septic system designs for the new Lot 1 as well as a new alternate site <br />for the existing home. The City Council has the authority to deviate from the sewer connection <br />requirement if they determine there are extraordinary conditions. <br />The property was not assessed for the sewer; nor was a sewer stub installed when the sewer <br />was constructed in Old Crystal Bay Road. <br />Planning Staff Recommendation <br />Staff recommends approval in accordance with the recommendation of the City Engineer as well <br />as the requirements of the MCWD. The Planning Commission should offer a recommendation <br />regarding the sewer connection although the City Council will make the final decision.
