AGENDA ITEM <br />Item No.: <br />Date: June 25, 2018 <br />Item Description: Donated Sick Leave Amendment <br />Presenter: Ron Olson Agenda Consent Agenda <br />Finance Director Section: <br />1. Purpose. The purpose of this action item is to amend the city's employee Donated Sick Leave Policy <br />as presented in the employee handbook. <br />2. Background. The City has had a sick leave donation policy since 2008. The policy allow employees <br />to donate up to sixteen (16) hours of sick leave per year to a fellow employee that is experiencing a life <br />threatening disease or condition. The disease or condition can be being suffered by the employee, their <br />spouse, or their minor children. To be eligible to receive donated sick leave, the employee must have <br />used all of their own sick leave, vacation leave, or compensatory time. <br />The change that is being proposed is to give the City Administrator greater discretion in managing the <br />policy. Currently the Policy limits the donation to 16 hours per fellow employee per year. The proposed <br />change would allow the Administrator to authorize additional donations above the 16 hour limit. <br />3. Cost. The exact cost of this change is impossible to compute. It depends on if the amount of donated <br />leave, if the donor is eligible to receive 1/3 or 1/2 of their sick leave upon separation, and the wage rate of <br />the person receiving the donated time. However, in the 10 years that the policy has been in effect it has <br />only been used two times so it is expected to any financial impact to the City will be minimal. <br />4. Funding. The employee's annual wage is already budgeted for, so no additional funding is needed. <br />The policy simply allows the employee to continue receiving their budgeted wage instead of going <br />without pay. <br />5. Staff Recommendation. Staff recommends approval of the change to the Donated Sick Leave Policy <br />section of the employee handbook. <br />COUNCIL ACTION REQUESTED <br />Motion to amend the city's employee Donated Sick Leave Policy and to update the employee handbook <br />to reflect the change. <br />Exhibits <br />Exhibit A.
