AGENDA ITEM <br />Item No.: 13 <br />Date: July 23, 2018 <br />Item Description: LAI 8-000055, 2709 Walters Port Lane, Paul Vogstrom o/b/o <br />William & Sue Dunkley, Sketch Plan <br />Presenter: Melanie Curtis Agenda Planning Report <br />Planner Section: <br />1. Purpose. The applicant is requesting comments via the sketch plan process for a proposed plan to <br />subdivide one new lot including an average lakeshore setback variance. <br />2. MN§15.99 Application Deadline. Not Applicable <br />Background. The Council reviewed a sketch plan at the June l It' meeting and directed the <br />applicants to make changes and return for another review. The Minutes of that meeting are <br />attached. The owners continue to propose platting a new lakeshore lot between their Walters Port <br />home and the Hueler property at 2715 Pence. Because the single property as it exists today results <br />from the recent combination of 2709 Walters Port Land and 2710 Pence Lane, a subdivision <br />rather than a lot line rearrangement is necessary. <br />Their plans show creation of a new 1+ acre lot east of the Dunkley home which appears to <br />generally comply with the zoning and subdivision regulations. They propose to meet the "road <br />frontage" connection requirement for Lot 2 with a 20 foot connection to Walter's Port Lane, <br />access will remain over the private Pence Lane driveway for Lot 2. Lot 1 (the Dunkleys' home) <br />will continue to access via Walter's Port as they historically have done. No connection to Pence <br />Lane for Lot 1 is proposed (existing connection to be removed). <br />Lot 2 continues to reflect the need for a significant average lakeshore setback variance. The <br />applicant will be requesting approval of an average lakeshore setback variance as part of the <br />forthcoming formal Plat application. <br />A newly created lot must demonstrate a conforming building envelope; the conforming building <br />envelope is illustrated by staff in Exhibit B. <br />COUNCIL ACTION REQUESTED <br />Council should provide clear direction to the applicant. As a sketch plan review, any comments or <br />suggestions to the applicant are non-binding but should be extremely helpful as the applicant moves forward <br />to prepare their formal application for review by the Planning Commission in September. <br />Exhibits <br />Exhibit A.
