Purpose. The purpose of this action item is to gain approval for a transient merchant license for <br />Mark Lazarchic/Renaissance Fireworks Inc. <br />TRANSIENT MERCHANT LICENSE <br />Applicant: Mark Lazarchic/Renaissance Fireworks Inc. <br />Activity: Sale of Consumer Fireworks <br />Location: 3435 Shoreline Drive <br />Date: June 22 through July 5, 2018 <br />Time: 10:00 a.m. to 9:00 p.m. <br />2. Background. Mr. Lazarchich has submitted an application for a transient merchant license to <br />sell fireworks from a tent located in the parking lot at 3435 Shoreline Drive. Orono's City code <br />currently allows a transient merchant to be licensed initially for 10 days, with the option for the <br />City Council, at its sole discretion, to grant an extension for up to 50 additional days. In addition, <br />the code limits the hours of activity from 8:00 am to 8:00pm. Mr. Lazarchic has also submitted <br />the attached request for Council approval to allow 4 additional days of activity and an additional <br />1 hour of evening sales each day. <br />The transient merchant and sale of consumer fireworks applications have been reviewed by staff <br />and the Long Lake Fire Chief with recommendation for approval of the activity as well as the <br />requested additional days and hours of operation; provided no problems are reported. Although <br />Council approval is not required for the Sale of Consumer Fireworks permit, a draft copy is <br />attached for Council review. Council approved a transient merchant license for Renaissance <br />Fireworks in 2012, 2013, 2015, 2016 and 2017 for the sale of consumer fireworks for additional <br />days at the same location with the hours of operation from 10:00am - 9:00 pm. <br />3. Recommendation. Staff recommends approval or the transient merchant license as requested. <br />COUNCIL ACTION REQUESTED <br />Motion to approve the listed license with 4 additional days and with the hours of operation from <br />10:00 P.M. — 9:00 P.M. <br />Exhibits <br />Exhibit A.
