Purpose. The purpose of this item is to consider placing a dumpster enclosure in the Navarre parking <br />lot, on city property. <br />2. Background. On December 9, 2013, the City Council approved resolution 6353, approving an <br />amendment to the existing Conditional Use Permit for the Narrows saloon, and a second conditional use <br />permit for a class II restaurant (now known as the Lake Room), and corresponding site plan for outdoor <br />improvements, including for two outdoor patios, and a dumpster enclosure. The site plan was amended in <br />October 2014 to adjust the entry way to the two businesses. <br />The site plan indicates the location of a dumpster enclosure approximately 15 feet to the north of the patio <br />for the Lake Room. This site plan is provided as Exhibit C. The property owner has expressed a concern <br />with the dumpster enclosure located in such close proximity to the outdoor patio and has proposed a <br />location on City property on the far northern portion of the parking lot, adjacent to Lyric Avenue. This <br />location separates the patio from the dumpster enclosure and is shown on Exhibit A. The application, at <br />their cost, will build a three bay dumpster enclosure, two bays for the Narrows/ Lake Room; the third bay <br />is proposed as compensation for using public property. <br />The applicant has provided sketches of the proposed enclosure, attached as Exhibit B. <br />Relocating the enclosure would likely cause the loss of 3 spaces to accommodate access in that location, <br />but three spaces currently striped as no parking (to accommodate access to the existing dumpster) could <br />be added, closer to the Narrows and Lake Room businesses. <br />The third bay could be used to coordinate trash collection for the businesses surrounding the parking lot, <br />which may be beneficial if and when plans to readjust the parking lot move forward. <br />3. Staff Recommendation.
