d. Where the employment of a relative of a policy level employee of an organization <br />with whom the City deals would give the appearance of improper influence or favor. <br />Where confidentiality of the City would be jeopardized. <br />Promotions or transfers of a relative which would result in a conflict of interest will not <br />be acted upon until the conflict is satisfactorily resolved. <br />Promotions/Transfers/Demotions <br />Vacancies in municipal service will be filled by promotion of regular City employees <br />when possible based on the relative qualifications of all applicants. However, the City reserves <br />the right to hire the best qualified applicant for the positions and to determine how vacancies will <br />be advertised. <br />All promotions will be subject to a probationary period of six (6) months. <br />Promoted employees will be entitled to vacation leave during a probationary promotion <br />period if they have fulfilled the requirements for vacation time in their prior position. <br />If an employee is transferred, promoted or demoted, the rate of pay will be determined as <br />follows: <br />a. In the case of a transfer or promotion, if the rate of pay for the former position is <br />less than the minimum rate established for the new position, the rate will be advanced to the <br />minimum of the position to which transferred or promoted. <br />b. In the case of a transfer or demotion, if the rate of pay in the former position is <br />more than the maximum rate established for the new position, the rate of pay may be reduced to <br />the maximum rate or to an intermediate rate of the position to which transferred or demoted. <br />Such determination will be made by the City Administrator. <br />C. In case of a transfer for the good of the City and/or the employee and not in the <br />nature of a promotion or demotion, the rate of pay will remain the same. <br />Prohibitions <br />An applicant for City employment or a City employee seeking promotion must not <br />directly or indirectly render any service or pay any money or other valuable consideration to any <br />person for or in connection with the applicant's or employee's employment test or proposed <br />appointment or promotion. <br />6 <br />142286x12 <br />
