EMPLOYMENT <br />Recruitment System <br />The City Administrator or a designee will manage the hiring process for positions within <br />the City. While the hiring process may be coordinated by staff, the City Council is responsible <br />for the final hiring decision and must approve all hires to City employment. All hires will be <br />made according to merit and fitness related to the position being filled. <br />The City Administrator or designee will determine if a vacancy will be filled through an <br />open recruitment or by promotion, transfer or some other method. This determination will be <br />made on a case-by-case basis. The majority of position vacancies will be filled through an open <br />recruitment process. <br />Probationary Period <br />Purpose: The probationary period will be regarded as an integral part of the examination <br />process and will be utilized for closely observing the employee's work, for securing the most <br />effective adjustment of the employee to this position and for rejecting any employee whose <br />performance does not meet the required standards. Employment remains "AT WILL" both <br />during and following the probationary period. <br />Duration: All appointments will be subject to a twelve (12) month probationary period <br />after appointment. The City can extend the probationary period beyond twelve months for such <br />period of time as the City at its discretion deems fit and necessary. At any time during the <br />probationary period, any employee may be transferred or dismissed at the City's discretion. <br />Applies to Promotions: All promotions will be subject to a six (6) month probationary <br />period. If the employee who has been promoted is found unsuited for the work of the position to <br />which promoted, the employee may be reinstated to the position, to the extent the position is still <br />available. The employee will receive the rate of pay of the position from which the employee <br />was promoted. <br />Affects Leave Benefits: During the initial probationary period, but not during a <br />promotional period, an employee will not be entitled to vacation leave except by written <br />approval of the City Administrator. After 6 months of employment, an employee will be entitled <br />to vacation leave accrued from the start of employment. Sick leave will accrue and accrued sick <br />leave may be used during probation. <br />How Completed: An employee who has completed probationary service and has not <br />received a written notice from the City Administrator that the employee's services are terminated <br />will be considered to have successfully completed the probationary period and will automatically <br />receive status as a regular employee.
