The purpose of this memorandum is to solicit Council direction for City Holiday <br />Decorations. <br /> <br />2. Background. At the October 22nd Council Work Session the City Council provided guidance for the <br />provision of additional holiday decorations. Currently holiday decorations include the 32 holiday <br />Cascade snowflakes on the Navarre light poles. For the Navarre Area Council expressed an interest in <br />establishing more color and providing some large ground mounted ornaments. At city hall the Council <br />expressed an interest in decorating some of the trees with lights. Further the council expressed an interest <br />in having a tree lighting ceremony at the Orono Golf course including decorating the clubhouse with <br />lights and one of the large pine trees near the parking lot with lights. <br /> <br />3. Scope. Based on the guidance staff developed the plan at Exhibit A. Due to lead times and <br />availability staff is proposing a phased approach with those items available in time being installed in 2018 <br />and the remainder to be procured for installation in 2019. <br />a. Community Decorations. Includes the procurement of light poles wreaths and garlands for <br />alternating light poles in Navarre and Wayzata Blvd. Ground mounted ornaments for the welcome to <br />Navarre signs and decoration of select trees outside of City Hall. <br /> <br />b. Holiday Tree Lighting Ceremony. The City will sponsor a holiday tree lighting ceremony at <br />the Orono Golf Course. Work includes contracting the lighting of one large tree at the parking lot of the <br />golf course and procurement and installation of lights on the clubhouse. In addition the electrical <br />infrastructure at the golf course will be updated to support outdoor electrical outlets. An informal <br />committee has been established to organize the event. <br /> <br />4. Cost. The combined 2018 costs are estimated are $10,495 and for 2019 are $7,935. <br />a. Community Decorations. The cost for the improvements for the 2018/19 season is $10,095. <br />The estimated cost to make addition improvements in 2019 and procure the necessary maintenance <br />equipment brings the project to approximate $17,010. <br /> <br />b. Holiday Tree Lighting Ceremony. The estimated cost for the event for the 2018 is $5,175. The <br />estimated cost to repeat the event in 2019 and beyond is $2760 / yr. These cost are based on the <br />assumption that the majority of the expenses for the event are donated by community groups and <br />businesses. <br /> <br />5. Funding. Both the decorations and the event are unbudgeted expenses in the Special Projects and <br />Contingencies budget. The funding line currently has a balance of $0. <br /> <br />6. Staff Recommendation. I recommend the Council authorize items identified in the attached plan for <br />2018 and direct staff to adjust the 2019 general fund budget to account for these items and events in the <br />future. <br /> <br />COUNCIL ACTION REQUESTED <br />Motion to authorize the procurement of holiday decorations and expenses associated with the holiday <br />lighting ceremony.
