The purpose of this item is to gain council approval of the plan the construction of an ice <br />rink at Crystal Bay Park and any initial guidance on further improvements of the same in the 2019 <br />construction season. <br /> <br />2. Background. At the October 22nd Council Work Session the City Council provided guidance for the <br />installation of an ice rink at Crystal Bay Park. Council intent was for an ice rink to be installed in time for <br />the 2018-19 winter season. The Council also indicated a desire to see additional improvements made to <br />the rink for the following winter to include lighting. Due to the time constraints with completing an ice <br />rink before the winter freeze, staff initiated elements of the plan that fall below the staff approval <br />threshold. The Park Commission reviewed the plan at their November 5th Park Commission meeting. <br />The Commission did endorse the provision of an ice rink at the park but expressed concern about not <br />being consulted on the project and not having time to fully develop a comprehensive plan. <br /> <br />3. Project Scope. Establish and municipal outdoor ice rink at Crystal Bay Park. 2018- Prepare site, <br />install ice rink kit, flood and maintain the ice. 2019- Improve Ice rink site, establish on site water source, <br />and provide lighting. Site layout is at Exhibit A. <br /> <br />4. Cost. The cost for the necessary improvements to establish and maintain a rink for the 2018/19 <br />season is $10,528. The estimated cost to make addition improvements in 2019 and procure the necessary <br />maintenance equipment brings the project to approximate $35,258. A cost breakdown is at Exhibit B. <br /> <br />5. Funding. The project and equipment will be funded from the Parks Fund and the maintenance of the <br />ice rinks form the Parks Operating Budget. <br /> <br />6. Other Impacts. Based on the guidance Staff adjusted the Parks CIP to reflect projects at Crystal Bay <br />Park and Casco Point Ice Rink for 2019 for ice rink improvements and the addition of an ice surfacing <br />piece of equipment to maintain the ice sheets. <br /> <br />7. Staff Recommendation. I recommend the Council approve the proposed improvements identified <br />for 2018 and then direct Staff and the Parks Commission to develop a plan for City ice rinks to include <br />improvements at the existing rinks. <br /> <br />COUNCIL ACTION REQUESTED <br />1.
