The developer recently sold the northern lot and <br />completed a boundary line adjustment between the two properties. The boundary line <br />adjustment created a more substantial building area on the sold lot (385 Orono Orchard Rd S), <br />and to facilitate the revised preliminary plat to create only one additional buildable lot from the <br />subject property (387 Orono Orchard Road S). <br /> <br />The previous plat was approved for 5 lots. Many of the previous review comments still apply, <br />the proposal conforms to the RR-1B zoning district and continues to be less dense than the <br />prescribed minimum density contemplated within the 2020-2040 comprehensive plan. The <br />property is outside the MUSA boundary and septic system designs have been submitted for <br />each lot. <br /> <br />The existing driveway access point will continue to serve the separate northern lot (385 Orono <br />Orchard Road S) which is not part of this subdivision. A new private driveway access is proposed <br />to serve both of the properties as shown on the grading plan attached as Exhibit B. <br /> <br />The preliminary plat drawing illustrates the proposed building pad areas for each new lot; the <br />existing home on the property (shown on Parcel A) is proposed to remain at this time. The RR- <br />1B setbacks will be met; both lots are shown meeting or exceeding the minimum 200-foot lot <br />width measured at the front setback. <br /> <br />Relationship to Surrounding Development <br />Properties in the immediate neighborhood consist of 4 to 21 acre lots; the City’s golf course is to <br />the north of the property. The proposed subdivision is consistent with respect to the rural <br />character of the surrounding neighborhood. <br /> <br />Application Summary: The applicant is requesting approval of a revised preliminary plat. <br />Staff Recommendation: Staff recommends approval contingent upon meeting the MCWD and <br />City Engineer’s recommendations and permitting requirements of the MCWD.
