Sanitary Sewer Plan <br /> <br /> <br />City of Orono Community Management Plan 2020-2040 Part 4B, Page 6 <br />Orono Private Treatment Systems <br />The City of Orono’s rural areas are served by Individual Sewage Treatment Systems (ISTS). <br />Existing ISTS in Orono is shown in Map 4B-4. Orono Code regulating ISTS can be found in <br />Appendix 4B-A. This ordinance was updated in July of 2018 to be consistent with Hennepin <br />County regulations and State law. The provisions specify technical standards, site evaluations, <br />sizing requirements, and minimum setbacks from floodplains and wetlands for individual systems. <br />Every three years the City notifies homeowners to provide maintenance to their septic systems and <br />submit inspection reports to the City. If a complaint is submitted about a septic system, the city is <br />responsible for performing an inspection of the system. <br /> <br />City Ordinances (Section 82-224) allows for the establishment of a central system, with the goal <br />of connecting a neighborhood to municipal sewer services within 15 years. The City does not <br />activity encourage private community waste water systems unless long term management, <br />including maintenance and funding, can be addressed. <br /> <br />Based on City building records, an inventory of septic services is listed below: <br /> <br />Table 4B-3: Existing Individual Sewage Treatment Systems (2018) <br />Residential 1024 <br />Institutional (Churches, Golf courses) 5 <br />Total On-Site systems 1029 <br /> Source: City Building Records <br /> All public or privately owned Community Wastewater Treatment Systems are included in the <br />residential calculation. <br /> <br />FORECASTS <br /> <br />Land Use <br />Orono's land use plan calls for development in both the urban and the rural portions of the City. <br />The urban area will see new residential development on the existing vacant lots and undeveloped <br />parcels at densities of 1-25 units per acre. Urban commercial development will be restricted to <br />neighborhood services in the existing Navarre Area and fuller utilization of the industrial and <br />commercial potential near Long Lake. Overall urban density will remain relatively low because of <br />the ecological considerations of proximity to Lake Minnetonka. The rural area will see continued <br />residential development at a slow, steady pace in a manner similar to that of the past three decades.
