Sanitary Sewer Plan <br /> <br /> <br />City of Orono Community Management Plan 2020-2040 Part 4B, Page 3 <br />EXISTING SANITARY SEWER SYSTEMS <br /> <br />Land Use <br />Historic development patterns have resulted in a city which is partially urban and partially rural. <br />The citizens of Orono have decided that a long range planning objective of the City is the <br />permanent retention of the rural community. This objective is in line with the existing developed <br />density of the area, with the similar plans of other cities abutting the rural area, and with the <br />legislative intent of metropolitan planning such that expensive urban services not be over extended <br />into undeveloped areas. <br /> <br />Sewering of the urban area is necessary. The character and historic density of land use in the <br />existing urban area of Orono, coupled with its general proximity to Lake Minnetonka both required <br />and economically justified the installation of sanitary sewer to alleviate existing health and <br />environmental problems. <br /> <br />Rural lakeshore areas within the Shore land and within the Metropolitan Urban Service Area <br />(MUSA) have been provided with municipal sewer service upon request. Residences, existing or <br />proposed within the designated Shore land Overlay District and within the MUSA for which <br />municipal sewer service was requested were and shall be provided with municipal sewer. <br />However, this policy will not preclude development of such areas using fully conforming <br />Individual Sewage Treatment Systems. <br /> <br />Metropolitan Council Facilities <br />The Metropolitan Council Environmental Services (MCES) owns, operates and maintains <br />interceptor sewer and facilities in Orono as indicated in map 4B-1. The Orono system is serviced <br />by MCES meters; M431 and M435. Sewage flows from southern Orono are metered at MCES <br />Meter M435. Flows from north central Orono are metered at MCES Meter M431. MCES <br />maintains six lift stations within Orono; L44, L45, L46, L49, L59 and L60. All sewage outflow <br />from Orono is conveyed to and treated at MCES's Blue Lake Treatment Plant on the Minnesota <br />River in Shakopee. Orono's sewer service capacity is limited by the capacity of the intervening <br />interceptors including the Orono-Long Lake Interceptor, and not strictly by the capacity of the <br />Blue Lake Facility. A history of the MUSA expansion can be found on Map 4B-2. <br /> <br />Orono Sanitary Sewer System <br />The City of Orono owns, operates and maintains municipal sanitary sewer facilities as indicated <br />on Map 4B-3. Orono’s sanitary sewer system currently consists of approximately 245,131 ft of <br />Sewer Main, 80,530 ft of Force Main, 1292 Manholes and 44 lift stations, of which a majority was <br />built within the last 50 years. The City of Orono’s existing Sanitary Sewer System limits are <br />defined by the boundaries of the MUSA. Because of topography and historic development <br />patterns, the Orono municipal sewer system includes a number of disconnected sections which can <br />be categorized into 5 distinct service areas. In addition the topography of the area has resulted in <br />the City constructing 44 Lift Stations. <br /> <br />1. Southwest Orono System(MCES metershed M435): This system consists of two sub systems; <br />the Lift Station 59 system and the downstream interceptors system. The Lift Station 59 system <br />consists of all lines which are upstream from and ultimately discharge to MCES Lift Station #59
