Existing collector and arterial roadways will be upgraded as necessary in a manner that does not <br />encourage additional commercial traffic or through commuter traffic on any of the City’s <br />primary north-south collector roads. These roads, specifically Orono Orchard Road, Brown Road, <br />Willow Drive and Old Crystal Bay Road, are primarily located in the rural area and serve a dual <br />function both as collectors and as local streets. Discouraging expansion of their use by non- <br />local traffic will help to preserve the rural character of the area while enhancing safety. <br /> <br />4. Orono will support the Lake Minnetonka Conservation District in the control of seaplane <br />operation on Lake Minnetonka. <br /> <br />5. It is the city’s intent to retain lake access (pedestrian, vehicular, boat) for public use. The <br />City will individually evaluate existing lake access corridors and fire lanes as requested, <br />taking into consideration the unique characteristics of each location, such as topography, water <br />depth and quality, lake bottom conditions, the type of vegetation, and any potential for related <br />lake access, drainage, or water quality improvement. <br /> <br />6. As always, both public and private property rights will be considered. To this end, the City will <br />be guided thusly: <br /> <br />a. The City will identify and take necessary action to preserve the public’s right to use of any <br />such accesses which exist but which may not have been formally dedicated. <br />b. The City will endeavor to work with property owners adjacent to lake access corridors to <br />ensure that both the rights of the public and the rights of the private landowner are upheld. <br /> <br />7. Orono will consider conversions of private roads to public roads as requested on a case by case <br />basis. <br /> The factors considered in evaluating a proposal may include: <br />a. The condition of the street. The condition of the street is consistent with city standards. <br />b. Affected property owners. The desire of the affected property owners. The city does not <br />intend to acquire maintenance responsibility for private roads unless requested by a <br />majority of affected property owners, or <br />c. Safety. If the condition of the road restricts access to the parcels by emergency vehicles, <br />the City may affect the improvements. <br />d. Ownership. Provision of Right of way or an easement <br /> <br />Urban Transportation Policies <br />1. Local streets in the urban area will be owned and maintained by the City. <br /> <br />2. All urban properties should be directly served by the public street system. <br /> <br />3. Urban streets will be constructed to urban design standards. <br /> <br />4. Curb cuts and driveway locations will be limited for traffic safety. <br /> <br />5. On-street parking will be strictly limited. All urban development must provide adequate on- <br />site parking facilities.
