Transportation Plan <br /> <br /> <br />City of Orono Community Management Plan 2020-2040 Part 4A, Page 14 <br />to twenty-five years or more. <br /> <br />Local roadway maintenance has the potential to become more of an issue in the future due to <br />Orono’s reliance on privately maintained roads to serve the rural neighborhoods. Orono’s 20 miles <br />of private rural area roadways are currently maintained by individual property owners or through <br />neighborhood homeowners associations. Conversion of these private roadways to a public status <br />with public maintenance would result in Orono’s road maintenance costs increasing substantially. <br /> <br />Bridge Maintenance <br /> <br />State and County Bridges <br />The vast majority of bridges located within Orono fall under the jurisdiction of the state <br />and county. <br /> <br />Orono Bridges <br />All three bridges under Orono roadway jurisdiction have been completely replaced within <br />the past ten years. These include the bridges on West Ferndale Road, Fox Street, and <br />McCulley Road. The three bridges are enrolled in the state bridge maintenance system and <br />receive bi-annual inspections. The weight capacity of the bridges under Orono jurisdiction <br />are as follows: Ferndale, 36 ton; Fox, 60 ton; and McCulley, 33 ton. <br /> <br />TRAILS <br /> <br />This section addresses network needs for walking and bicycling within the City of Orono. This section <br />includes information on the existing non-motorized transportation network within Orono, connections to <br />land use planning, the planned local non-motorized transportation network, and the planned regional non- <br />motorized transportation network. This section also includes recommendations for intersection <br />improvements and design best practices. This section also addresses the needs of people using wheelchairs <br />and assistive mobility devices such as mobility scooters, as they are considered pedestrians. <br /> <br />Existing Non-Motorized Transportation System <br />The existing non-motorized transportation system consists of sidewalks, multi-use paved trails, <br />turf trails, and paved shoulders. Map 4A-6depicts the existing and planned trails within the City <br />limits of Orono. There are currently limited facilities for walking and bicycling in the City, and <br />these facilities serve recreational uses better than transportation uses. There is not currently a <br />connected network in place to serve the needs of people bicycling and walking for transportation. <br /> <br />Regional Non-Motorized Transportation Network <br />The Metropolitan Council established a Regional Bicycle Transportation Network (RBTN) in <br />2015. The RBTN establishes regional priorities for bicycle transportation so that regional <br />destinations are accessible by bicycle. Regional multi-use trails within the City limits include the <br />Luce Line, Dakota and Independence Regional trails and are owned and operated by Three Rivers <br />Park District and the Minnesota DNR. Several existing and planned trails and shoulders will be <br />key links in the expanding regional non-motorized transportation network. A Tier 1 alignment, <br />identified in the RBTN, includes a segment of Shadywood, north from excelsior, connecting to the <br />Dakota Rail Trail. There are no other connections contemplated by the RBTN.
