Jake Reilly, Sector Representative <br />February 12, 2019 <br />Incompleteness Response <br /> <br />• All components of the local water supply plan, including appendices, need <br />to be consistent with the information submitted to MN Department of <br />Natural Resources (DNR) through MPARS. This ensures that all required <br />elements of the comprehensive plan are together and accessible. <br />Response: Agree. The Water Supply Chapter has been developed with <br />this premise. <br />• Although the MN DNR has not yet completed its review of the local water <br />supply plan, Council staff have reviewed the version of it that was included <br />as Appendix 4C-A in the comprehensive plan update (Council Review File <br />22055-1). The Plan needs to include all of the local water supply plan <br />appendices are not included when submitted to the Council. Please include <br />all appendices referenced in MnDNR Local Water Supply Template as <br />"APPENDICES TO BE SUBMITTED BY THE WATER SUPPLIER." Response: The <br />appendices to the Water Plan have been added. <br /> <br />Advisory Comments: <br />• Section 1.D provides a description of the approach used to project future <br />water demand. However, the values provided in Table 7 for max day demand <br />do not match the description provided in the text on how max day demand <br />was calculated. Ratio of average day to maximum day that is used to calculate <br />max day demand is not 2.0 as described in the text and instead appears to <br />start at 3.83 in 2016 and gradually reduce over the years to 3.70 in 2040. <br />Either revise the table or the text to reflect the calculation used for projected <br />max day demands. Response: Will update document once all comments <br />are received from all interested parties, including the DNR. <br />• If changes are made to this water supply plan resulting from DNR's review of <br />the plan or from changes during review of the 2040 Comprehensive Plan <br />update - such as changes to forecasts - the City will need to provide the <br />Council and DNR with the updated information. Response: Agree. We will <br />provide the DNR approved copy once received. <br /> <br />OTHER ADVISORY INFORMATION <br />Council staff offer the following additional advisory comments for your consideration. <br /> <br />Regional Parks & Trails (Colin Kelly, 651-602-1361) <br />Council staff recommend revising the legend to Map 4E-1 Parks and Trails to <br />reflect the appropriate names of these state facilities: Luce Line State Trail, <br />Wolsfeld Woods Scientific and Natural Area, and Wood-Rill Scientific and <br />Natural Area. Response: Map 4E-1 has been updated. <br /> <br />Surface Water Management (Jim Larsen, 651-602-1159) <br />Council staff request that the City provide to the Council the date the Watershed <br />District approves the final LWMP, and the date the City adopts the final LWMP. <br />Response. Agree. We anticipate this occurring in the next 30 days. We also <br />request that the City provide the Council with a copy of the final adopted LWMP <br />that will be included in the final Plan document that the City adopts, if it differs <br />from the version contained in this Plan. Response: Agree, if different. <br />
