To consider a variance and resolution that would permit the placement of solar panels <br />on a rack, versus on a building. <br /> <br />2. MN§15.99 Application Deadline. The application was received on December 19, 2018 and <br />considered to be complete that same day. The 60-Day review period will expire on February 17, <br />2019. <br /> <br />3. Background. The applicant, on behalf of the property owner, propose the placement of a solar <br />array (a collection of solar panels) on a rack in the rear yard, facing south. Solar arrays are a <br />permitted improvement in all districts, provided the array is placed on a building. The proposed <br />structure will comply with setbacks applicable to both accessory building and accessory <br />structures (15 feet). <br /> <br />4. Planning Commission Vote and Comment. On November 19th, the Planning Commission held <br />a public hearing. Following the public hearing, the Planning Commission voted 5-0 on a motion <br />to approve the requested variance. <br /> <br />The members of the Commission felt the variance was appropriate for a variety of reasons, <br />including solar panels on a building would be more visually obtrusive Full Commission <br />discussion in included in the draft PC minutes, attached as Exhibit B. <br /> <br />5. Public Comment. Comments from the neighbors were received and were included in the <br />Planning Commission packet. <br /> <br />6. Staff Recommendation.
