To informally consider a concept plan for a proposed RPUD 75-90 unit apartment <br />building. <br /> <br />2. Background. The applicant proposes purchase of the 3.69 acre parcel and developing a 2 1/2 <br />story residential apartment building at the NW quadrant of Willow Drive and Wayzata Blvd <br />West. The building would be developed as an RPUD, and use a style and material pallet similar <br />to the Stonebay project across the street. The project would include surface and underground <br />parking. Vehicular access will be via Kelley Parkway. More complete analysis can be found in <br />the Planning Commission staff report, dated February 19, 2019. <br /> <br />At the Planning Commission meeting, the applicant provided some elevation renderings. The <br />building features stone and lap siding. Units have either a patio or balcony. <br /> <br />The proposed project is consistent with the draft Comprehensive Plan in land use and density, <br />though a formal approval of the project may not occur until the Met Council has approved the <br />Comprehensive Plan. Based on the review completed thus far, the project is consistent with the <br />RPUD requirements, including the 30 foot defined height limit. No flexibility is requested. <br /> <br />3. Planning Commission Vote and Comment. On February 19, 2019, the Planning Commission <br />reviewed the project and provided feedback. The Planning Commission minutes are attached as <br />Exhibit C. The Planning Commission took no formal action, as this was a concept plan. <br /> <br />Commissioners supported the project, questioning the building height issue, expected rent <br />amounts, and parking <br /> <br />4. Public Comment. No comments for or against the project have been received. Future steps will <br />include a public hearing. <br /> <br />5. Staff Recommendation. Staff recommends the Council adopt the resolution. <br /> <br />COUNCIL ACTION REQUESTED <br />City Council should review the approval resolution and adopt or amend. <br /> <br />Exhibits <br />A.
