To consider a Conditional Use Permit (CUP) consolidating a bar with live <br />entertainment (Narrows Saloon) with a restaurant serving liquor (The Lakeroom). <br /> <br />2. MN§15.99 Application Deadline. The application was received as complete on December 20th, <br />2018. The 60-Day review period has been extended and will expire on April 19, 2019. <br /> <br />3. Background. The City Council has approved Conditional Use Permits for the Narrows Saloon <br />and the Lakeroom over the years, summarized in the following table. <br /> <br /> <br />One of the conditions included in the original permit for the Lakeroom was that both entities hold <br />separate liquor licenses. The property owner now desires to remove that condition. Doing so <br />would require a Conditional Use Permit expansion of either the Lakeroom (to allow live <br />entertainment) or the Narrows (to expand the space). <br /> <br />The applicant also desires to alter the hour restrictions for the Lakeroom, to allow that business to <br />be open the same hours as the Narrows (to 1:00 a.m. Monday through Sunday) <br /> <br />Since a Conditional Use Permit is issued to the property, not the property owner, any future bar <br />and restaurant could work under this conditional use permit, so long as all of the conditions are <br />met. A concern is this or a future owner could expand the live music aspect of the business, <br />potentially impacting the adjacent neighborhoods without public comment. <br /> <br />Finally, last August, the council agreed to relocate the dumpster enclosure onto city property, <br />away from the outdoor patio. <br /> <br />In response to these requests, staff has prepared a resolution that incorporates the requested <br />changes, retaining the remaining conditions into one permit. This new conditional use permit <br />documents the size of the stage and the music receiving area, so those areas could not be <br />expanded without City Council approval.
