To review changes to the building elevations and approve the resolution documenting <br />the same. <br /> <br />2. MN§15.99 Application Deadline. A decision on the revised drawings must be made by May <br />11, 2019. <br /> <br />3. Background. On May 14, 2018, on consent, the City Council approved a resolution approving a <br />Conditional Use Permit and Site Plan for a new Commercial Kennel at 3800 Shoreline Drive. <br />The project included construction of a new 1,932 sq. ft. accessory building located in the NW <br />corner of the property. This building is used for interior play for dogs boarded at the kennel. <br /> <br />The building was described originally “as metal and will match the color scheme of the main <br />house with grey horizontal siding, white trim, and dark grey roof. The applicants will also add <br />stone façade on the lower portion of the building and windows to cover the street side of the <br />building.” The original City Council memo is attached as Exhibit D. <br /> <br />The applicants have submitted for a building permit, and propose some modifications to the new <br />building exterior. These changes include: <br /> Changing the metal roof to an asphalt shingle roof <br /> Removing the brick “wainscoating” along the bottom of all exterior walls <br /> Removing all three windows from the north elevation <br /> Changing the windows on the south elevation (the side facing Shoreline) from large <br />angled windows to smaller, rectangular windows. <br /> <br />4. Analysis. The changes to the exterior of the building constitute a change in the site plan, and the <br />City Administrator or designee may defer review to the City Council. Because the south <br />elevation windows represent a significant departure from what was approved, staff felt it <br />appropriate for the Council to confirm the changes. <br /> <br />5. Applicable standards.
