The purpose of this action item is to gain approval to proceed with preparation of a project <br />to improve the drainage on the golf course. <br /> <br />2. Background. There is a natural low area around 7/8/9 fairway that has had severe surface drainage <br />issues and minimal infiltration over the years at the golf course. This saturated area is a hazard for golfers <br />and equipment operators with multiple carts and mowers getting stuck each year. The area is wet enough <br />year round that golf course staff are unable to manage this vegetation through mowing. An asphalt cart <br />path travels through this swamp from the 8th tee box to the 8th fairway and acts a dam holding a <br />tremendous amount of water uphill from the cart path. This area should be drained as it is in play on 3 <br />different golf holes and must be crossed directly to play hole 8. <br /> <br />Staff has determined through practical experience and professional input from engineers that an excavated <br />surface drainage swale which drains into the existing drainage main line is the best solution for moving <br />water through his area. To cross over this drainage swale to the 8th fairway, a timber golf cart bridge will <br />be constructed. The existing asphalt trail running from the tee box to the 8th fairway will be removed and <br />replaced with an easier to maintain gravel cart path consisting of ¾”- limestone. A project of this scope <br />will address the drainage issues and add a unique landscape feature that would be enjoyed on 3 holes. <br />Restoration of turf areas and any plantings or turf cover along the drainage swale will be completed by <br />staff. <br /> <br />3. Project Scope. Excavate a drainage swale for drainage, replace the existing asphalt trail with ¾”- <br />limestone, and build a cart crossing bridge over the drainage swale. This project is a combination of Projects <br />19-034 and 19-035 from the 2019 Public Works Plan. <br /> <br />4. Cost. The City received two quotes. <br />Contractor Quote <br />Duininck Golf $72,460.00 <br />Witt’s End Landscaping $29,285.00 <br /> <br />Witt’s End Landscaping requires half of the total payment one month prior to the start date and the other <br />half when complete. <br /> <br />5. Funding. This project will be funded through the Park Enterprise Fund and Stormwater fund. The <br />Annual PW plan and the CIP budgeted a total of $41,400 for the projects; $21,400 from the Stormwater <br />Fund and $20,000 from the Parks Fund. The Stormwater Fund has an estimated EOY19 balance of <br />$1,047,912 and the Parks Fund $468,067. <br /> <br />6. Staff Recommendation.
