Big Island Nature Park Management Plan November 2011 <br />____________________________________________________________________________ <br />27 <br /> <br /> <br />Two management zones have been designated within the Park - a Recreation Area and a <br />Natural Area, with differing characteristics in terms of allowed uses and maintenance practices. <br />The need for visually defining the boundary between the Recreation Area and the Natural Area <br />may become more acute as public use of the Park increases. For the visiting public, low impact <br />signage along the boundary may be considered; however, other options will be explored if and <br />when the need arises. It is incumbent upon the City to ensure that its employees and agents can <br />readily identify the limits beyond which certain maintenance practices may not be employed. <br /> <br />At this time there are no plans to expand the Park via acquisition of additional property. The <br />only abutting property is owned by Three Rivers Park District as part of its Big Island Regional <br />Park. <br /> <br /> <br />Mapping, Survey Needs <br /> <br />An ALTA/ACSM Land Title Survey of the property was completed for the Minnehaha Creek <br />Watershed District in 2006 to facilitate and document the elements of the Conservation <br />Easement. The survey includes 2-foot contour topography, delineated wetland boundaries, and <br />floodplain boundaries, as well as the location of then-existing buildings and structures, walking <br />trails, surface evidence of utility lines, and other man-made features. <br /> <br />Electrical wiring was buried in 2009(?) but has not been accurately mapped. Other buried <br />infrastructure includes remnants of a water distribution system which is currently not in service <br />and not mapped; and septic system components, also not in service, for which fairly detailed <br />design and location data is available but not surveyed. <br /> <br /> <br />Americans with Disabilities Act (ADA) Requirements <br />(To be researched and addressed) <br /> <br /> <br />Buildings <br /> <br />At the time of City acquisition the site contained 13 buildings and one house trailer in various <br />states of repair, depicted and numbered on the ALTA survey, as follows: <br />1) South hill picnic shelter - wood frame, 30‘x50‘ <br />2) South hill toilet building - wood frame, 12‘x12‘ <br />3) Northwest picnic shelter/toilet building - wood frame, 30‘x75‘ <br />4) Entrance office building - wood frame, 10‘x10‘ <br />5) Storage building - concrete block, 30‘x28‘ <br />6) Storage building - concrete block, 24‘x26‘ <br />7) Storage building - concrete block, 22‘x24‘ <br />8) Shed - wood frame, 16‘x16‘ <br />9) Main dining hall - wood frame, 90‘x100‘
