MINUTES OF THE <br /> ORONO PLANNING COMMISSION <br /> Monday,April 15,2019 <br /> 6:30 o'clock p.m. <br /> Barnhart stated Staff would like the Planning Commission to either recommend a cul-de-sac or not so the <br /> Council can review that and that he would prefer the Planning Commission not design the cul-de-sac. <br /> Ressler moved,Erickson seconded,to recommend approval of Application No. LA19-000018, <br /> Christopher W.Bollis and Rachel A.Bollis,350 Stubbs Bay Road,preliminary plat approval,with <br /> a 20-foot road width and hammerhead design,subject to the conditions outlined in Staff report. <br /> VOTE: Ayes 3,Nays 3; Gettman,Thiesse and McCutcheon Opposed. MOTION FAILS. <br /> Stickney stated the Planning Commission could make a motion that the Council review the hammerhead <br /> and that they can revise the plan to show a cul-de-sac shaped like a donut. Stickney indicated he would it <br /> a beautiful place to park that is more environmentally sensitive. Stickney stated they can have either a <br /> cul-de-sac or a hammerhead. <br /> Thiesse noted the Planning Commission should provide a recommendation one way or the other. <br /> Barnhart stated an option is to table to allow the applicant time to revise the street layout. <br /> Stickney asked if he can design a cul-de-sac with a center island. <br /> Barnhart stated the Planning Commission can either vote on what the applicants are proposing tonight or <br /> they can table it so they can come back with a redesign. <br /> Libby asked if the applicant can bring options before the City Council or whether it is a point of order. <br /> Libby noted the applicant is willing to bring the other design forward. <br /> Barnhart stated he is unsure what the Planning Commission would be voting on since they do not know <br /> how big the island will be or what the turning radius is. In addition,this is a public hearing and that there <br /> might be some people from the public that are interested in knowing what they are voting on. <br /> Erickson moved,Ressler seconded,to recommend approval of Application No. LA19-000018, <br /> Christopher W. Bollis and Rachel A. Bollis,350 Stubbs Bay Road,preliminary plat approval, <br /> subject to all five of Staff's recommendations,with an amendment to Item No.3 limiting the <br /> westerly portion of the roadway to 24 feet and the easterly portion of the roadway to 20 feet of <br /> paved width,with a cul-de-sac. VOTE: Ayes 6,Nays 0. <br /> 3. LA19-000019 CHRIS LAKE ON BEHALF OF BRACKETT POINT PROPERTY,LLC, <br /> 1400 BRACKETTS POINT ROAD,INTERIM USE PERMIT/CONDITIONAL USE PERMIT, <br /> 7:23 P.M.—7:30 P.M. <br /> Chris Lake,Attorney-at-Law; Mike Sharratt, Designer; and Gary Kramer,Builder,were present. <br /> Curtis stated the applicant is requesting approval of an interim use permit to support the export of over <br /> 500 cubic yards of material from the site and soil disturbance in excess of 50 cubic yards within the 75- <br /> foot setback in conjunction with construction of a new residence.
