J .
Cc: David P. Martini; Christine Mattson
Subject: RE: MCWD WCA W14-37 Notice of Decision No-Loss - Nelson Restoration - Orono
Melanie,
I have completed my review of the final documents submitted to MCWD. Following are my comments for your
consideration:
1. The applicant is proposing to disturb more than 1 acre. Therefore, the applicant must meet NPDES
requirements and should submit a copy of the permit to the City prior to any land disturbing activities. In
conjunction with the permit, the applicant must submit a Storm Water Pollution Prevention Plan, that meets
current NPDES requirements, to the City for review.
2. It appears that work is being proposed in the right-of-way. The applicant may be required to obtain Hennepin
County approval and permitting for this work. A copy of any approved permit or confirmation that no permit is
required should be submitted prior to any land altering activities. If work is to be performed in the right-of-way
or staged from Tonkawa Road, a traffic control/staging plan should be submitted for review.
3. Rain gardens are indicated on the plans to be designed by others. Plans for the construction of the rain gardens
should be submitted for review prior to their construction to ensure their design is adequate.
If you have any questions or comments, please contact me to discuss.
Thanks,
Robert E.
