It is our opinion that any plans to be used for construction, grading, or plantings must be signed
by the appropriate licensed professional in order to provide the City with the confidence that the project has been
designed by a responsible, liable party. Therefore, these plans should be signed accordingly. For your information, Doug
contacted me on the phone, and I informed him that this would be our response to you. If you have any questions or
comments, please contact me to discuss.
Thanks,
Robert E. Kallas
Subject: Nelson Restoration (12-0975) - draft/incomplete restoration plan
Dave,
As we discussed yesterday, attached please find AES's draft/incomplete restoration plan for the Nelson Restoration
project. Sheet 2.0 presents the City-required certificate of survey, and Sheet 3.0 is the restoration concept overlain on
that survey, per the City and Bolton & Menk's instructions provided during our January 16, 2014 meeting.
The emphasis of the project entails excavating a portion of a wetland (to create Deep Marsh habitat),thin-spreading
some of that cut material in the same wetland (to create Wet Meadow habitat),and hauling excess soil for off-site
disposal. We are still making some revisions to plans, including adding details to address erosion control for SWPPP.
Our primary question is whether or not this restoration plan requires signature&seal by a MN Professional Engineer.
Again,we see this as a restoration plan that, while it entails grading, it is self-contained, it maintains clear/existing flow
paths, and it does not present risk to people and property.
After your review, please reply to this e-mail or call my cell at 612.202.2252 to discuss. Thank you for your time and
consideration.
- Doug
