PUBLIC HEARING FOR PROPOSED CITY FACILITIES — AUGUST 28, 1991 <br />Boarman explained that the entire area could be eliminated, <br />but the Council room requires two exits by code, and because by <br />opening the wall up and making the room one big room, it requires <br />two exits and those exits have to be half the diagonal distance <br />apart. As the rooms are closed the individual rooms need exits. <br />This last week the hallway has been reduced by 5' by eliminating <br />seating. If the entire area was cut, there would have to be <br />large doors exiting directly to the outside and that would cause <br />more problems than the 5' lobby. <br />D. Peterson noted that the breathalizer room and a secured <br />area had been eliminated, will the breathalizer now be adequately <br />secured for evidence purposes? <br />Boarman noted that they are trying to double use the booking <br />area, and if that doesn't work as that, they may have to <br />reorganize. <br />D. Peterson noted that in both the police and public works <br />departments there are locker rooms that are inequitable. <br />Boarman noted that the locker area could be placed in the <br />center with a moveable wall to allow for flexibility. He felt <br />that this is a good point. <br />D. Peterson felt that the building has not been designed <br />too big. <br />Harriet Smith, 370 North Arm Drive, asked if the $80 /s.f. <br />was a moderate amount. <br />Boarman noted that the $80 /s.f. is a median cost of 70 <br />cities surveyed which ranged from $63 -108. $80 is the maximum <br />that the Council feels appropriate. Council has been working <br />towards the $70 /s.f. amount. He also noted that different parts <br />of the building cost different amounts and this is just an <br />average. <br />Laurie Peterson, Watertown Road, noted that it is a big <br />building and wanted to know how they intended to heat the <br />facility. <br />Jabbour explained they have looked into venting, <br />recirculating the air, trapping the heat going out, <br />reconditioning the heat coming in, and tried to figure the <br />payback of all these things. <br />L. Peterson wanted to know what a quiet room in the police <br />department was. <br />Goetten explained that it is a room, especially for kids, in <br />which staff can handle sensitive situations. <br />11 <br />
