MINUTES OF THE REGULAR ORONO COUNCIL MEETING — AUGUST 26, 1991 <br />( #4) CONSENT AGENDA <br />Gerhardson requested Items 7, 14 and 16 be added to the <br />consent agenda. <br />It was moved by Butler, seconded by Goetten, to approve the <br />Consent Agenda, with the addition of item numbers 7, 14 and 16. <br />Ayes 4, nays 0. <br />(##5 *) APPROVAL OF MINUTES <br />It was moved by Butler, seconded by Goetten, to approve the <br />minutes of the regular meeting of the Council held on August 12, <br />1991. Ayes 4, nays 0. <br />(##6) JOINT TRAIL — HENNEPIN COUNTY /CITY OF ORONO <br />Richard Flint, Park Commission Chair, was present to explain <br />the current bike /hike trail status. He noted the Commission <br />feels there is a need for a north /south trail system. He also <br />noted that there is currently two things lacking in the process: <br />money and expertise. Flint explained that the Commission has <br />approached Hennepin County and reviewed their conceptual plan to <br />extend from Baker Park southward. The Park Commission has <br />contacted Hennepin County Parks to enlist their support. <br />Currently the Commission is looking at a trail extending from <br />Baker Park southward along the east side of Old Crystal Bay Road <br />to the Luce Line Trail. Hennepin County Parks is willing to <br />contribute $132,000 to the development of that trail. The Park <br />Commission is agreeable to this plan. <br />Flint noted that the Park Commission is requesting <br />conceptual approval for the Park Commission and staff to work <br />jointly with Hennepin County Parks in developing this bike /hike <br />trail. He introduced representatives of Hennepin Co.unty Parks: <br />Jim White, District Representative of Hennepin County Parks; Doug <br />Bryan, Superintendent of Hennepin County Parks; and two members <br />of staff Bill Miller and Don King. <br />Callahan asked if the trail is proposed to run through the <br />City facility property. <br />Flint explained that he had been working with the previous <br />City Administrator on this, but realized that it is not <br />incorporated within the site plan currently. <br />Goetten noted that the City Council is having a meeting the <br />following day and Flint should contact Jack Boarman prior to that <br />meeting to update him on this trail system. She also wanted to <br />know if the total cost has been determined. <br />Flint noted that it depends upon many factors of which land <br />acquisition and easements come into play. He felt the Park <br />Dedication Funds should be used for the development of this <br />trail. <br />3 <br />
