• <br />ORONO CITY COUNCIL MEETING HELD MAY 13, 1991 <br />( #16)CITY FACILITIES CONTINUED <br />about the possibility of locating the public works in Navarre <br />next to Hennepin County's public works facility on County Road <br />15. She said, "That would be an option, however, I do favor the <br />Crystal Bay sewer plant property because I do not think we will <br />be able to sell it due to the building that now exists on it." <br />Bernhardson suggested having Jack Boarman display the <br />information showing the cost comparisons for the various sites. <br />Boarman displayed the information showing costs for all of <br />the options and possible combinations for sites, a,.-id briefly <br />explained the basis of the figures shown. <br />It was , moved by Mayor Peterson, seconded by Jabbour, to <br />select the existing Crystal Bay site for police /administration, <br />and the Crystal Bay Road sewer plant site for public works. <br />Butler cautioned Mayor Peterson to be sure that her motion is a <br />business decision, rather than an emotional reaction, so that the <br />significant amount of money spent, will be spent wisely. Butler <br />informed Council that she has worked in a situation with a split <br />work site and it proved to be an extremely inefficient and <br />cumbersome method of doing business. S *Lne stated that she would <br />be in favor of the existing site if it had adequate 'area to <br />accommodate all facilities. Callahan stated that he too had <br />experienced working with a split site mode of business and found <br />it to be difficult. Motion, Aves -2, Butler, Goetten, and <br />Callahan, Nay. Motion failed. <br />It was moved by Jabbour, seconded by Goetten, to direct <br />Staff to acquire they Highway -1.2 property, on which the City now <br />has an option, and commence preparation of the design plans for <br />the facilities, which are to be reviewed by Council. Callahan <br />reiterated that he would prefer to acquire the southwest quadrant <br />of property and loca::e the facilities in that area. He stated <br />that he did not favor burying the City Hall in with the School <br />facilities, which is related to a wider and different community <br />than that of.-the immediate City. By locating the .City Hall on <br />the southwest quadrant, it will give it somewhat of its own <br />identity. Jabbour stated that he would have concerns about how <br />future upgrades to Highway 12 may impact the property can the <br />south side of Highway 12, in light of the School site on the <br />north side. Goetten stated that in light of the condition of the <br />existing public works facility, the process should progress with <br />as little delay as possible. She added that the City was not <br />successful in its last attempt to secure the property in the <br />southwest quadrant, and would not want to waste time trying it <br />again. There was discussion as to when the option on the Highway <br />12 property should be exercised. Jabbour suggested waiting until <br />the building permit is: ready to be issued. Boarman stated that <br />there is a threo -weak to thirty -day requirement for bidding. any <br />construction. He suggested that the City should control.the <br />- 14 - <br />
