M <br />REGULAR CITY COUNCIL MEETING HELD APRIL 8, 1991 <br />( #18)STUBBS BAY SEWER CONTINUED <br />viewpoint than those that need sewer. <br />Mayor Peterson recognized Todd Ziesmer and asked him to make <br />any comments he had regarding this issue. <br />Ziesmer stated that his household has been functioning with <br />only the benefit of a holding tank for the- last two years. He <br />said, "It would seem to ::ie that establishing a committee to <br />assist w.�th a decision about this project, will only delay the <br />decision and project that much longer. Taking into consideration <br />the worst case scenario, can anyone give me a rough idea of when <br />I may be able to hook up to City sewer ?" <br />Callahan stated that the formation of a citizen committee <br />and the length of time for them to make a report should only take <br />a month to six weeks. He suggested that it may be possible to <br />ta::e bids for the proje ^t in November, 1991, acid that <br />construction would begin in the Spring of 1992. <br />Marie Ziesmer asked Council if they would consider their <br />request for a 15 t.a 20 year grace period before they must begin <br />paying for the sewer project. They intend to have a septic <br />system installed -this Spring and would like to pay it off before <br />taking on the additional cost of City sewer. She noted that they <br />have already invested $3,300 for pumping, which they must do <br />every two to three weeks, which costs $80.00 each time. <br />Goetten asked Marie if it would be possible for them.to wait <br />an additional 18 months until the project is completed. <br />Marie replied, "We will incur another $3,000 to $4,000 i= we <br />must continue pumping for another 18 months. That would mean a <br />total investment, before sewer or a septic system, of over <br />$6,000." <br />Todd added, "Unless any of you have actually lived under <br />there circumstances, I do not think you understand what it is <br />like to live in a brand new home with a dishwasher that has never <br />been used, but the warranty has expired. We have a washer, but <br />cannot use it, and we must turn the water off during the course <br />of a shower whenever it is not necessary to rinse. It is very <br />difficult to live like this, especially with children. We were <br />told when we first built our home that a decision regarding the <br />sewer project was just a -ound the corner. At this time, we are <br />no closer to having a decision than we were two years ago." <br />Mayor Peterson asked Gaffron haw many other Stubbs Bay <br />residents have the same situation as the Ziesmers. <br />Gaffron replied, "If you consider the people that had new <br />septic systems put in over the last three years, there are <br />- 22 - <br />
