Y � A <br />REGULAR CITY COUNCIL MEETING HELD APRIL 8, 1991 <br />( #5)ZONING FILE #1457 -ALAN CARLSON <br />3140 WATERTOWN ROAD <br />REVISED PRELIMINARY SUBDIVISION - RESOLUTION #2948 <br />Gary Peterson was present on Alan Carlson's behalf. <br />Bernhardson explained the reasons Mr. Carlson has come. back <br />to the City with a revised plan, ajzd outlined the proposed <br />revisions. He informed Council of the function each designated <br />Outlot (A through E) will serve. Bernhardson not-ad that the <br />Planning Commission unanimously approved the revised plan. <br />Planning commissioner Hanson asked Mabusth .o provided <br />clarification about the temporary easement proposed. <br />Mabusth replied; "A temporary easement will be provided from <br />the cul -de -sac through the southern portion of Lot 2, Block 2, <br />providing access to the lot." <br />Mabusth stated that she had spoken with Alan Carlson, and he <br />had raised two questions. She asked Gary Peterson if he would <br />like to have those questions addressed by Council. <br />Gary Peterson indicated that he would like the questions <br />raised and addressed. <br />Mabusth advised that it is Carlson's intention to include <br />all of what is now designated " Outlot B" with Lot 5, Block 1, <br />with the exception of a 23' strip which will serve as a walking <br />path to access Outlot C. She added that Carlson has withdrawn <br />his application involving the tennis court, gazebo, and bike <br />paths.. Mabusth suggested designating the walking path /access as <br />part of Outlot C. She added that Outlot C would become Ou:tlot B, <br />Outlot D would become Outlot C, and Outlot E would become Outlot <br />D, since there will now be only four Outlots. <br />Gaffron showed the location of the walking pa.h access to <br />the newly designated Otitlot B as it follows the westerly property <br />line of Lot 1, Block 2. <br />Butler noted that the plans for this subdivision had changed <br />several times, and asked Staff for clarification. <br />Mabusth explained that the major reason for the revisions <br />was due to the applicant's inability to get approval from the <br />Corp of Engineers for bike paths through the commons area. She <br />said, "Alan Carlson has withdrawn his Conditional Use <br />Permit /Variance application in light of that, and is no longer <br />proposing the tennis court or gazebo. He is now proposing only <br />hiking trails through the commons area,.which will be limited by <br />the Corp of Engineers to be no more than 10,000 s.f. of area. <br />That is the reason for the change in the Outlots." <br />- 2 - <br />
