Staff is <br />directed to prepare an appropriate resolution incorporating the <br />conditions of. the 1987 C.U.P., as well as the concerns and <br />objectives raised by Council with respect to granting approval of <br />the Conditional Use Permit for 1960 Shoreline Drive for one year. <br />Jabbour suggested that the conditions should be discussed with <br />the applicant so there is no question of what the City expects. <br />Callahan stated that the resolution should include language which <br />prohibits connecting the use of 1960 Shoreline Drive with the <br />marina across the street. Motion, Ayes -3, Mayor Peterson and <br />Callahan, Nay. Motion passed. <br />( #5 & #6)ZONING FILE #1493 & #1570 —CHUCK DOWNEY <br />2665 CASCO POINT ROAD <br />VARIANCE /CONDITIONAL USE PERMIT <br />RESOLUTION #2934 <br />Mr. Downey was present. <br />Bernhardson reviewed the information pertaining to M:-. <br />Downey's applications, as provided in Jeanne Mabusth's memo dated <br />,`.March 6, 1991. He noted that the Planning Commission had <br />recommended approval of both applications. <br />Mabusth used sketches to show Council what had been, and is <br />now, proposed for the Downey property. She stated that the <br />Planning Commission had rejected Mr. Downey's proposal for tiered <br />retaining walls because it was too intense and did not address <br />the erosion problems. She said, "Glenn Cook and I net with Mr. <br />Downey on -site in September. We assisted him with preparing an <br />amended proposal. As a result of the amended proposal, hardcover <br />will be reduced approximately one percent within the 0 -75' <br />setback area. In the 75 -250' setback area, there is also <br />reduction in hardcover. The survey provided for this property in <br />1982, did not include landscape areas with underlying plastic. <br />When the City granted approval of a setback Variance for the <br />garage, it also asked that the gravel area remain for backing <br />out. The gravel and landscape areas were not included with the <br />final hardcover calculations. The existing hardcover today is <br />59 %. Mr. Downey is proposing to replace a portion of the <br />lakeshore stairs, at a three foot maximum width, which will also <br />result in a reduction of the hardcover." <br />Mayor Peterson asked Mabusth if the deck on the lakeside of <br />the boathouse existed in 1982. <br />Mabusth replied, "Yes." <br />
