ORONO COUNCIL MEETING HELD MARCH 11, 1991 <br />(#11)TOWN MEETING CONTINUED <br />Goetten asked how the Council could diplomatically handle <br />those people at the meeting that wish to discuss issues such as <br />Highway 12. <br />Butler s=uggested pJ_eparing a :specific agenda for the Town <br />Meeting, and publish it.prior to the meeting. She suggested that <br />at the same time, language should be published specifically <br />stating what topics will not be discussed. <br />Sherokee Ilse suggested that the article in the paper <br />provide information telling people what they can do to get a <br />specific topic included on the agenda. <br />Jabbour stated that the City must do something :o inform <br />first time Orono residents of what they can and cannot do with <br />their property. <br />Sara Moos suggested that the City attempt to invite area <br />realtors to the meeting when the agenda includes topics such as <br />hardcover, that would be beneficial for them to know when selling <br />property in Orono. <br />Council agreed with Moos. <br />Mayor Peterson asked Council if the TDwn Meeting should be <br />scheduled later than April 6th. <br />With regard to St -aff members that should be present at these <br />meetings, Butler suggested that all Staff members exposed to the <br />public should attend. <br />Bernhardson stated that he would bring this issue back for <br />Council's consideration at their March 25, 1991 meeting. <br />(#12)JOINT COUNCIL & PLANNING COMMISSION MEETING <br />Butler stated that she did not object to the idea of such <br />meetings, but questioned the legality of holding such meetings in <br />a private club. She said, "The Lafayette Club is a private <br />facility, not public. I think the City could be accused of <br />holding a closed meeting if it is held in this location." <br />Goetten asked the City Attorney for his opinion of what <br />constitutes open and closed meetings. <br />Barrett replied, "It seems to me that key is that the public <br />be allowed access to whatever.facility is chosen. I cannot state <br />at this point whether the facility has to have a designation as <br />being a public place, rather than private. I would have to <br />research that aspect. I did not bring this matter to your <br />attention, because it was my assumption that the City would rent <br />- 16 - <br />
