It may be in such cases that some people just <br />cannot have a boat." <br />Jabbour stated that the area did receive much rainfall last <br />summer and that the lake level is up. He said, "I would like to <br />see the docks retracted as fast as the lake level rises." <br />Hurr stated that the LMCD has already determined that the <br />upcoming :season will again have a low lake level. S.he said, "We <br />have to establish a specific date, measure the level of the lake, <br />and use that measurement when considering deck extension <br />applications. It could be February, July or anytime in between. <br />However,. I think it would place an undue hardship on marinas if <br />they are asked to retract docks during a particular season as the <br />lake level changes." <br />Jabbour asked how much the lake level has risen since last <br />year. <br />Gaffron estimated that the lake level is up approximately <br />one foot and stated he would confirm that. <br />Hurr stated that the LMCD dJ. not approach each city when it <br />was considering the low water level dock extensions for marinas. <br />Goetten suggested that such issues should be included in <br />considerations of the Lake Use /Marina Committee the City may <br />establish. <br />Jabbour reiterated the Lakeside Marina dock in particular is <br />a major concern. <br />Hurr encouraged the City to establish a Marina Committee and <br />stated that she would coordinate the efforts of that Committee <br />with the L:KCD. <br />Callahan stated that the letter to Mr. Strommen should be <br />sent. He said, "The LMCD has the jurisdiction to allow docks to <br />extend as far as they see fit. I do not believe that there have <br />been any instances :_n the past where coordination between the <br />LMCD an the City fell apart. I believe the system has worked so <br />far. I do believe the City needs to establish a Marina Committee <br />to address concerns about licensing and land use issues." <br />It was moved by Callahan, seconded by Mayor Peterson, to <br />direct S =af:c to send a letter to the LMCD regarding its concerns <br />on the 1991 marina licensing, and to adopt Resolution #2930, <br />requesting funding from' the DNR to assist w= th the City's <br />adoption of a shorela ;zd management ordinance.
