MINUTES OF THE REGULAR ORONO COUNCIL MEETING <br />HELD SEPTEMBER 14, 1992 <br />HARREN — STUBBS BAY SEWER PROJECT — CONT. <br />Mayor Peterson also agreed. <br />Gaffron noted there were two additional properties included with <br />the project based on the design of the pipe. He said the question <br />here is, are there additional properties with similar situations <br />as Harren? <br />Jabbour asked how far Harren is from the Lake. <br />Gaffron said Harren is approximately 500' from the Lake but <br />geographically one could argue that the property should be hooked <br />up to sewer. He stated the pipe would have gone right by his house <br />if it had been placed in the street, and properties on both sides <br />of him will be sewered. <br />Butler suggested that a future owner will be extremely mad at the <br />C i t y when the septic system falls and he finds out the City d i d not <br />force the owner to connect at this time. <br />Jabbour said if it were his house he would hook up immediately. He <br />stated he is trying to interpret the City's philosophy. <br />Goetten asked if the property is within the MUSA boundaries. <br />Gaffron noted that line has been set to be concurrent with the two <br />acre zoning district. <br />Butler said that after making accommodations in the design of the <br />sewer responding to Harren's concerns, for him to now say he does <br />not want sewer is unthinkable. <br />Harren indicated he was not involved in the discussion to move the <br />pipe. He felt the City moved the pipe to best serve their <br />interests, not his. He stated he tried to suggest to the City the <br />best alternative. He added, in 1989 he installed a new mound system <br />and was told at that time he could not use a holding tank until the <br />sewer was available. He noted he was •included because of a <br />technicality, and he should be excluded for the same criteria. <br />Gaffron said from early on the City has tried to accommodate <br />Harren. He referred to a letter dated in 1989 to Eiden Construction <br />stating he would be happy to-discuss options of action with regards <br />to the septic system. <br />14 <br />
