MINUTES OF THE REGULAR ORONO COUNCIL MEETING <br />HELD AUGUST 10, 1992 <br />LEAF STREET — CONT. <br />Jabbour stated that the City is trying to find the best.way to fund <br />the road replacement. <br />Goetten clarified that not all streets can be upgraded with MSA <br />funds. <br />Cook noted the City has a schedule of projects and it. is determined <br />by the Public Works Department as to how they would like to <br />maintain those streets. <br />Minkema asked if at some point in the future Leaf Street would need <br />to be.upgraded to a standard width. <br />Callahan noted that Leaf Street would need to be upgraded in due <br />course, however, there is not a rigid date for that upgrade. <br />Jabbour asked if the City allows the street to be reconstructed at <br />a.substandard design, if they are in any way liable for potential <br />accidents caused by the substandard design. <br />Staunton stated the decision for the City to allow the street to <br />be upgraded under variance approval is strictly a City policy..He. <br />said the City is entitled to variance approval just as anyone else <br />is entitled, as long as it can prove a hardship. <br />Jabbour felt they should not ignore the process. <br />Minkema asked at what point she would know if the hedge along her <br />property would be removed. <br />Cook said he has recommended that the hedge be placed further back <br />because it is too close to the road in its present position. <br />Gerhardson noted that they are using trench boxes where ever <br />necessary to save existing vegetation. <br />Callahan clarified that the hedge on the Minkema property will not <br />be affected in any different or greater degree than by the sewer <br />Installation. <br />Cook noted the hedge will not be. destroyed if moved back, which is <br />what he is proposing in either proposal. He said the City would be <br />responsible for moving the hedge back and paying for that move. <br />3 <br />
