MINUTES OF THE REGULAR ORONO COUNCIL MEETING <br />HELD AUGUST 10, 1992 <br />ROLL <br />The Council met on the above date with the following members <br />present: Mayor Barbara Peterson, Councilmembers J. Diann Goetten, <br />Gabriel Jabbour, and Edward Callahan. Mary Butler was absent. The <br />following represented the City staff: City Administrator Ron <br />Moorse, Public Works Director John Gerhardson, Finance Director Tom <br />Kuehn, Building & Zoning Administrator Jeanne Mabusth, Assistant <br />Planning and Zoning Administrator Michael Gaffron, City Attorney <br />Kevin Staunton, City Engineer Glenn Cook, Chief of Police Stephen <br />Sullivan, and City Recorder Teri Naab. Stephen Peterson was <br />present to represent the Planning Commission. Mayor Peterson called <br />the meeting to order at 7:03 P.M. <br />PUBLIC INFORMATION MEETING FOR LEAF STREET RESIDENTS — <br />7:03 — 8:12 P.M. <br />Cook explained that under the current proposal, Leaf Street will <br />be restored at a width of 22'. He stated they are investigating <br />whether the street should be reconstructed to MSA standards at a <br />28' width with concrete curb and gutter and storm sewer. He <br />reviewed the areas most impacted by the additional width of the <br />roadway. He noted under the proposal to use MSA funds, the roadway <br />would be posted at 30 m.p.h., which is what it currently Is posted <br />for but it currently does not meet the design standards for such <br />a speed. He added there would be an approximate reduction of <br />$100,000 on the sewer project, but the curb, gutter and storm sewer <br />would add approximately $70,000 to the project cost and would be <br />funded through MSA. <br />Goetten asked about replacement of trees. <br />Cook explained that MSA funds could be used to replace an equal <br />number of trees that are removed with the construction of the road. <br />Jabbour asked about the size of the existing road. <br />Cook stated the current roadway is 22' with 2' shoulders on each <br />side, with an overall roadway of 26'. The MSA road would be 28' <br />wide, 1' additional for the curbing, and 3' of flat bermed area <br />beyond each curb which will be grassed, for a total of 35'. <br />Jabbour asked if a variance would be required to replace the road <br />in kind. <br />Cook said they typically replace a street in kind during a project <br />such as th'i's without variance approval. <br />1 <br />
