R <br />MINUTES OF THE REGULAR ORONO COUNCIL MEETING <br />HELD MARCH 9, 1992 <br />CDBG FUNDING — CONT. <br />Moorse explained the memo should read that the funds must be used <br />to benefit low to moderate income persons or families, and since <br />parks benefit all residents, this would be an appropriate use. <br />Goetten asked about other people that need the money for <br />rehabilitation. <br />Moorse indicated there were only two persons on a waiting list <br />requesting money, and he was unsure how much money these persons <br />needed. <br />Jabbour agreed with a master plan for the 'parks, but felt it was <br />inappropriate for the CDBG funds to be used for such a project. <br />All Members agreed. <br />Callahan asked how many residents or number of homes were <br />benefitted from the funds from last year. <br />Gerhardson noted there was not a.tally of those numbers. <br />Callahan asked if the other projects were administered by Hennepin <br />County. <br />Gerhardson noted that with the exception of,the Park Master Plan, <br />the County administers all the other programs requesting funding. <br />Jabbour asked what constitutes low to moderate income. <br />Gerhardson was unable to respond to this question. <br />Goetten stated she would prefer to spend the money on persons in <br />need rather than a park plan. <br />Mayor Peterson asked if the organizations requesting funding are <br />made aware in advance the dollar amount available. <br />Gerhardson noted that each City is allowed acertain percentage of <br />the total amount of funding to be allocated to social service. <br />organizations. <br />It was moved by Callahan, seconded by Goetten, to continue the <br />public hearing on the allocation of CDBG funds, and request that <br />staff consider other projects to allocate the, funding; one being <br />Interfaith Outreach, and to remove Item #11 from the agenda which <br />would adopt a resolution allocating funding for a parks and open <br />space master plan development.
