MINUTES OF THE REGULAR ORONO COUNCIL MEETING <br />HELD JANUARY 13, 1992 <br />CONSIDERATION OF TEMPORARY CLOSURE OF SPATES AVE AT BROWN RD S - <br />CONT. <br />Gerhardson stated that it, is felt that the City generates about <br />50% of the traffic on Spates Avenue. He suggested that the road <br />be closed until the City office is moved. <br />Jabbour questioned if 80% of the traffic is coming from County <br />Road 51, what will prevent them from going down Railroad Avenue <br />and still using Spates Avenue. Staff concurred traffic would not <br />be deterred from using this alternative. <br />Sullivan stated that Spates Avenue is a narrow road and traffic <br />does tend to be driving at a higher rate of speed on the road. <br />He noted that in the event of an emergency at County Roads 15 and <br />51, the preferred route is to use Spates Avenue. He felt this <br />solution would solve only half.of the problem and still provide <br />for public safety: He also, noted that it would be good to <br />eliminate a railroad crossing which is unmarked. <br />Jabbour asked about a one -way option for the road. <br />Sullivan explained that the rule would then apply to all, <br />including residents of the roadway. He also stated that because <br />of limited manpower, he could not guarantee surveillance during <br />problem times. <br />Callahan felt that because the roadway is being used more is all <br />the more reason to maintain the roadway. He noted this solution <br />will not solve the problem. He stated that perhaps the <br />intersection at County Road 15 and Spates Avenue should be <br />corrected. <br />j <br />Butler noted that if the City is in fact a major contributor to <br />} the problem, employees should be directed not to use Spates <br />Avenue. <br />3 <br />
