.,i <br />3x <br />MINUTES OF THE REGULAR ORONO COUNCIL MEETING <br />HELD JANUARY 13, 1992 <br />ROLL <br />The Council met on the above date with the following members <br />present: Mayor Barbara Peterson, Councilmembers Gabriel Jabbour, <br />Edward Callahan, and Mary Butler. J. Diann Goetten was absent. <br />The following represented the City staff: City Administrator Ron <br />Moorse, Public Works Director John Gerhardson, Building & Zoning <br />Administrator Jeanne Mabusth, Assistant Planning and Zoning <br />Administrator Michael Gaffron, City Attorney Tom Barrett, City <br />Engineer Glenn Cook, Chief of Police Stephen Sullivan, and City <br />Recorder Teri Naab. Mayor Peterson called the meeting to order at <br />7:00 P.M. <br />( #1) PUBLIC HEARING - 7:00 -7:15 P.M. <br />CONSIDERATION OF TEMPORARY CLOSURE OF SPATES AVENUE AT BROWN ROAD <br />SOUTH <br />The affidavit of publication and certificate of mailing were <br />noted. <br />Moorse explained that this is a proposal to temporarily close off <br />Spates Avenue at Brown Road South on either side of the railroad <br />crossing to eliminate through traffic. <br />Dan Crear, 1980 Spates Avenue, noted he initiated this proposal <br />because of the increase in truck and car traffic. He explained <br />that when the City put in the sewer, the roadway was changed <br />making it straighter, wider and flatter, and since that time the <br />level of traffic has increased dramatically. At that time, there <br />was an issue of a lift station which was constructed in violation <br />of codes. Crear noted at that time he requested the Council to <br />screen the lift station and to solve the traffic problems on <br />Spates Avenue. The traffic count revealed that when the road is <br />used as a detour from County Road 15, up to 800 cars per day use <br />the road a day; and on the average there are 400 cars per day. <br />According to City statistics, normal traffic for a street such as <br />Spates Avenue should be approximately 40 -50 cars per day. He <br />noted the current level of use is sometimes 10 times the average <br />use and sometimes at much higher speeds than recommended. <br />1 <br />
