( #14) WATERCRAFT ORDINANCE <br />• Moorse explained that the Council discussed a watercraft ordinance several months ago for <br />Long Lake regarding personal watercraft and hours of operation. The Council had a number <br />of concerns. As outlined, there will be a 15 mph speed limit before 8:00 a.m. and after <br />sunset, along with general language about safety recommendations for personal watercraft. <br />There are no restrictions from operating in specific areas. <br />Hurr asked what the general speed limit of Section 2 is as set forth by the DNR. <br />Moorse stated that he's not aware of the actual speed. <br />Mayor Callahan commented that some of the language sounds ambiguous. <br />Kelley stated he is opposed to the ordinance saying that it is designed to regulate the actions <br />of a few people and would impose hardships on the majority of individuals. <br />Goetten concurs. <br />Mayor Callahan feels that Long Lake must have sufficient reason for drafting the ordinance. <br />Hurr stated that a boat with proper radar equipment would be required in order to enforce the <br />ordinance. <br />Hurr stated that she would like to know what this ordinance would do that the state <br />regulations don't already do. <br />• Kelley asked if it applies to snowmobiles since that would be a bigger concerns. <br />Goetten stated that she thought representatives from Long Lake were going to present their <br />reasons for asking for this ordinance. <br />It was moved by Mayor Callahan, seconded by Kelley, to table the ordinance for further <br />clarification and language. Mayor Callahan would like to eliminate sections 1 -3. Ayes: 4, <br />Nays 0. <br />( #17) HIGHWAY 12 & WILLOW INTERSECTION <br />Moorse explained that he talked with Bob Vasek with MNDOT regarding the ideas from the <br />meeting. One suggestion was to place "no left turn" signs at that intersection during rush <br />hours. Mr. Vasek indicated that generally that type of signage does not deter people from <br />making turns and its use would require continuous enforcement. Another idea <br />was to install a sign saying "signal your turn" but that would not have a significant impact. <br />Regarding physical barriers, Mr. Vasek understood the option was not a serious consideration. <br />This would be the best option, however, to restrict left hand turns. <br />Goetten asked about the cost of installing the barriers. <br />Moorse had inquired and found that Mr. Vasek is looking into the costs. <br />Hurr asked if drivers could cross the street and was told that crossing would be restricted as <br />well. <br />• 9 <br />
