MINUTES OF THE REGULAR ORONO COUNCIL MEETING <br />• HELD SEPTEMBER 13, 1993 <br />( #17) DAVE PETERSON - HIGHWAY 12 DISCUSSION - CONT. <br />Jabbour asked what the next step would be if the Council felt signage should be considered. <br />Mayor Callahan thought they would have to speak to MnDOT at the next meeting and request <br />that signage be put up. Jabbour also expressed his frustration with the way the cities have been <br />dealing with MnDOT and the time needed to resolve issues. He agrees that a temporary solution <br />should be considered. <br />Mayor Callahan noted that there is not agreement in blocking off the left turn lane as the best <br />temporary solution. <br />Kelley asked for a report from Goetten on the upcoming meetings with MnDOT at the next <br />Council meeting. <br />Peterson requested that he placed on the Agenda for the meeting with MnDOT. <br />Hurr arrived at 9:05 p.m. <br />( #16) SEPTIC MORATORIUM - ORDINANCE NO. 120, SECOND SERIES <br />• Mayor Callahan explained that a draft ordinance was being presented for consideration regarding <br />the moratorium on enforcement of the septic ordinance as it relates to the 3' of unsaturated soil. <br />He felt the ordinance was acceptable except that Section 2 which refers to the Planning <br />Commission conducting a study of this matter could be eliminated since this may be better done <br />at the Council level. <br />City Attorney Barrett opined that the moratorium statute requires that the Council either provide <br />or request a study. Mayor Callahan suggested that it be done by Council and included in the <br />ordinance. <br />Kelley complimented Gaffron on the information provided regarding this issue. <br />It was moved by Mayor Callahan, seconded by Jabbour, to adopt Ordinance No. 120, Second <br />Series, "An Ordinance establishing a Moratorium on the Enforcement of City Ordinances <br />Requiring Upgrade of Certain Nonconforming Septic Systems as Described Herein" except that <br />Section 2 should indicate that the study will be undertaken by the Council. Ayes 5, nays 0. <br />ENGINEER REPORT <br />City Engineer Cook was present. There was nothing new to report. <br />• 11 <br />
