MINUTES OF THE REGULAR ORONO COUNCIL MEETING <br />HELD JULY 26, 1993 <br />POLICE CHIEF REPORT <br />Sullivan presented the Council with statistical data through the <br />end of May, 1993 and reviewed its content. <br />Jabbour expressed frustration of hearing about the dissolution of <br />the canine unit through other channels. <br />Sullivan apologized, but indicated he has reported the issue <br />through the appropriate chain of command. <br />Kelley asked the savings from this. <br />Sullivan stated it is a minimal amount, approximately $500- 1,000, <br />but the saving is not the reason for ceasing the program, but <br />rather the fact that the dog was not performing at an acceptable <br />level. <br />Hurr asked if the initial decision to begin the canine unit was <br />approved by the Council. is <br />Sullivan agreed that it had been approved by Council for a term of <br />three years, ending in March of 1993. The program was recently <br />terminated because of the unacceptable performance level of the <br />dog. <br />Hurr felt the Council should have been involved in the disbanding <br />of the program. <br />Sullivan indicated the matter would have been presented to the <br />Council during the budget process to determine if they wished the <br />program to continue in 1994, but that would mean purchasing a new <br />dog and he would have recommended against it. <br />Jabbour stated the City is run by the Council, and they should not <br />be informed after - the -fact on issues of importance. The Council <br />should be allowed to make conscious, well - planned decisions for its <br />citizens. <br />Jabbour questioned the status of the agreements with the contract <br />cities. <br />Sullivan reported he has presented the agreement to Spring Park, <br />where it was well received, and plans to present it to Minnetonka <br />Beach and Long Lake in the near future. <br />Mayor Callahan called for a recess from 8:30 to 8:40 p.m. is <br />4 <br />
