As I explained in our telephone conversations last week,there is a wetland on your <br /> property. The City has setback requirements from the wetland. When I visited your property on May 24 to <br /> determine if there was a clear edge to the wetland I found standing water against the back and east side of the <br /> house, standing water in the front yard and a new deck platform that appears to placed on top of the old ground <br /> level deck to provide dry access to the house. A wetland delineation will be required to determine the extent of <br /> the wetlands on the property. This must be done by a qualified wetland delineator and should be mapped on a <br /> survey of the property by a surveyor. It must then be approved by the Minnehaha Creek Watershed District. I <br /> went over this with Rose Barkley of Lakes Area Realty(who indicated she had been contacted by you) <br /> yesterday. <br /> In addition to wetland concerns, it does not appear that the required six inch separation between soil and <br /> siding/framing could be maintained on the sides and rear of the house as well as the required slope away from <br /> the foundation. The presence of water and the decks made it impossible to know for sure. Because of the plants <br /> along the front of the house it was impossible to determine what the current soil-siding separation is. <br /> Maintaining a slope away from the foundation and toward the east property line would be an issue here. <br /> If the wetland delineation establishes there is a buildable area on the lot,you should probably immediately <br /> proceed with your plan to raise the house. There would, of course,be setbacks and building code requirements <br /> to satisfy. There is a program that could possibly give you some financial assistance with this, if your income is <br /> limited. It is administered by Jim Erickson at Hennepin County. His phone number is 612-348-9260. The <br /> program is called CDBG Grants for Rehabilitation. <br /> I am enclosing a copy of a survey of this property from our files. The"Edge of high ground"denoted on the <br /> survey was determined by the surveyor based on unknown criteria.
