MINUTES OF THE <br /> ORONO CITY COUNCIL MEETING <br /> Monday,April 8,2019 <br /> 7:00 o'clock p.m. <br /> There were no public comments. <br /> Edwards noted the Public Works Department will be replacing the water and force mains under this <br /> intersection at the same time the road project is being undertaken. <br /> Walsh asked whether the trail will be extended all the way down to the Luce Line. <br /> Allers indicated it will be. <br /> The City Council took no formal action on this item. <br /> PLANNING DEPARTMENT REPORT <br /> 11. LA19-000007 TOM RAUSCHER ON BEHALF OF DONALD AND HEIDI HABERMAN, <br /> 2799 PHEASANT ROAD—RESOLUTION NO. 6966 <br /> Barnhart stated the applicant proposes redevelopment of the lot by building a new home, utilizing the <br /> lakeward portion of the existing foundation. Most of the expansion will go further toward the street. The <br /> home will continue to be 61 feet from the OHWL and 24 feet lakeward of the average lakeshore setback. <br /> The new residence will not be located closer to the lake. It would be an expansion in a nonconforming <br /> area, so it requires a variance. <br /> The Planning Commission reviewed this application last month and the main focus of the discussion <br /> centered on the patio that connected to some existing stairs. The Planning Commission had some <br /> concerns about expanding the hardcover. The applicant has provided revised plans that show a revised <br /> patio. The Planning Commission did ultimately recommend approval of the application subject to the <br /> patio being revised. <br /> Seals asked what the square footage of the previous patio was. <br /> Barnhart indicated he does not have that information available. <br /> Johnson noted outside the 75-foot setback it shows 123 square feet under proposed hardcover. <br /> Barnhart stated the existing hardcover was 701 square feet and the proposed hardcover is 967 square feet, <br /> which was the plan the Planning Commission reviewed. The proposed level of hardcover has been <br /> reduced slightly under the revised plan. <br /> Wade Schmidt,Tom Rauscher&Associates, stated the hardcover decreased by approximately 200 square <br /> feet and does not extend beyond the bump-out. Approximately 173 square feet was taken out beyond the <br /> rear yard setback. <br /> Walsh stated if the applicant currently has 700 square feet in the 0-75,that's all they can have under the <br /> new plan. <br /> Schmidt noted the hardcover also includes the existing stairs. <br /> Page 4 of 12 <br />
