SHORELINE DRIVE AND SHADYWOOD ROAD INTERSECTION IMPROVEMENT <br /> PROJECT <br /> Ryan Allers,Hennepin County Transportation, provided the City Council with an update on the Shoreline <br /> Drive and Shadywood intersection improvements project. The intersection of County Roads 15 and 19 <br /> has been identified as having some safety issues a few years ago since a number of accidents have <br /> occurred. Currently there are no dedicated left turn lanes on Shadywood Road and the eastbound right <br /> turn island contributes to higher speeds. The improvements identified are likely to reduce crashes at the <br /> intersection. <br /> As it relates to funding the project, a 2014 application was submitted for the Highway Safety <br /> Improvement Program(HSIP),which is a$25 million program that is available every few years. To <br /> qualify for this funding,the proposed improvements require a benefit/cost ratio greater than three. This <br /> project fell under the reactive category given the number of crashes and scored over three. In 2014, when <br /> the application was started,the HSIP program looked at the benefit/cost ratio and the value of crashes. As <br /> an example, Shadywood is a four-lane undivided road currently with no dedicated turn lanes. By putting <br /> in turn lanes,the number of accidents can be reduced by 40 percent. To help qualify for this project,the <br /> City provided a letter of support for the application back in 2014, and in January of 2015,that application <br /> was submitted to MnDOT and the Metropolitan Council. Hennepin County was formally notified of the <br /> Federal HSIP award in August of 2015,with the stipulation that the funds be used in 2019. <br /> Project layout and plans were then developed based on improvements identified in the funding <br /> application. Deviating from the improvements identified in the HSIP application may result in the loss of <br /> federal funds. The project engineers also looked at things that would provide benefits in reducing <br /> crashes. The HSIP project will cover approximately 90 percent of the improvements,which is <br /> approximately a 70/30 percent split between HSIP and Hennepin County. <br /> The key features of the project include the following: <br /> 1. Curb extension on Shoreline Drive at Kelly Avenue to clearly indicate through and turn lanes; <br /> 2. Modified right turn lane on Shoreline Drive to discourage speeding; <br /> 3. Installation of upgraded traffic signals with improved timing and reconfigured travel lanes <br /> to include dedicated left turn lanes at the intersection; <br /> Page 2 of 12 <br />
