. <br />MINUTES OF ORONO COUNCIL MEETING HELD MAY 14, 1990 <br />• FLEXIBLE BENEFITS CONTINUED <br />Mayor Grabek did not think there would be much difference <br />from one company to another company that handles municipal <br />benefits. <br />It was moved by Councilmember Peterson, seconded by <br />Councilmember Nettles, to direct staff to solicit additional <br />proposals and /or bids to provide a flexible benefit program for <br />Orono. Callahan suggested that staff be sure that the companies <br />asked to submit a proposal are qualified in the area of municipal <br />benefits. Motion, Ayes -4, Mayor Grabek, Nay. Motion passed. <br />ADMINISTRATOR'S INFORMATION* <br />It was moved by Councilmember Goetten, seconded by <br />Councilmember Peterson, to accept the City Administrator's <br />Information regarding: Stubbs Bay Sewer, LOGO Contest, Teri Naab <br />Recognition, Local Well Authority Status Report, Albrecht <br />Contract, March Receipts & Disbursements, Wire Transfers, and <br />Administrator's Goal Setting. Motion, Ayes -5, Nays -0. Motion <br />passed. <br />CITY ATTORNEY'S REPORT: <br />NSP /WRIGHT- HENNEPIN FRANCHISE <br />City Attorney Barrett presented the Franchise Agreement for <br />• an electric. power utility franchise. The agreement will allow <br />NSP to use the public right -of -ways for its lines and wires. <br />Barrett stated that the previous Franchise Agreement had been in <br />effect for 20 years and has expired. <br />r: <br />Gerhardson explained that a similar agreement will be <br />provided from Wright- Hennepin. <br />Mayor Grabek asked what the City could do to exclude <br />Wright- Hennepin and provide all citizens in Orono with NSP, which <br />is less expensive. <br />Gerhardson replied that he is currently reviewing that. <br />Councilmember Nettles asked if NSP could be required to bury <br />their lines. <br />Barrett replied that it would be necessary to first advise <br />NSP that you wish them to do that. The City would then have to <br />negotiate with the Public Utilities Commission. <br />Barrett asked for an executive session to discuss pending <br />litigation. <br />- 20 - <br />
