MINUTES OF ORONO COUNCIL MEETING HELD MARCH 26, 1990 <br />STUBBS BAY SEWER CONTINUED • <br />all of those properties (in the original study) should be <br />included in the information presented at the public hearing. We <br />are also recommending that the lots to the east of Leaf Street be <br />included because they are less than the 2 -acre minimum standard <br />for the area. <br />Mayor Grabek asked whether staff is recommending that Oxford <br />and Christine be included in the study. <br />Cook replied that those areas should not be included in the <br />study. Cook noted that the 5 lots east of Leaf Street have not <br />previously been included in the study and the property owners <br />have not been notified. Cook suggested that if this area is to <br />be included, that staff meet with the property owners prior to a <br />public hearing. <br />Mayor Grabek asked whether it would be possible for the <br />Christine Drive and Oxford Road properties to tie into the line <br />at a later date. <br />Cook replied that it would be possible for both areas to tie <br />in later. <br />Grabek asked how these properties would be charged if they <br />were to tie in later, and questioned whether it may be <br />appropriate to charge those properties now. • <br />Cook replied that staff is recommending a standard trunk <br />charge of $6,500.00 plus a lateral charge. The $6,500.00 would <br />be charged to anyone that wished to connect in the future, as <br />would the lateral charge to bring the line to an individual <br />property. <br />Gerhardson noted that an inflationary factor would be <br />considered and added to the $6,500.00. <br />Councilmember Goetten said that in 1975 the Comprehensive <br />Plan states that lots that are 2 acres or more should have the <br />capacity to facilitate a primary and alternate septic site. <br />Goetten said that it is difficult for the Council to now request <br />those properties to be sewered. With regard to the Oxford Road <br />properties, Goetten questioned whether it is the City's goal to <br />see that lakeshore properties are sewered. <br />Gaffron responded that the Comprehensive Plan does not set <br />that goal. Gaffron believed, however, that it should be a goal <br />of the City to sewer lakeshore lots. <br />Goetten asked, what kind of systems the Oxford properties <br />currently have. <br />14 - 0 <br />
