MINUTES OF THE <br />ORONO TRUTH -IN -TAXATION MEETING <br />and the <br />ORONO CITY COUNCIL MEETING <br />Monday, December 12, 2016 <br />6:30 o'clock p.m. <br />1. 2017 BUDGET HEARING — RESOLUTION NOS. 6704, 6705, 6706, 6707 (continued) <br />Levang stated they are looking at it in a more global way and that most people would like to see their <br />taxes go down, which is what they are attempting to do. <br />Walsh stated the budgets in the past have been a hope and a prayer. Walsh stated when there are zero <br />dollars in the road budget, that is a hope and a prayer to get roads done. Walsh noted 2015 was the first <br />year that money went into the road budget because he made sure that happened. Walsh stated in 2016 he <br />advocated for more money being allocated towards roads. Walsh stated the Council has been schooled <br />in the past by the Public Works Director that they need $800,000 a year to keep up with all the road <br />projects but that they now want to decrease the Pavement Management Fund to $250,000. Walsh stated <br />borrowing money is not the way to get stuff done in the budget. <br />Levang stated she would call the question. <br />VOTE: Ayes 3, Nays 2, Walsh and Printup Opposed. <br />Printup asked why Council Member Cornick has had a change in opinion since September. Printup stated <br />he hopes he is not out of line in asking Council Member Cornick for his change in opinion on the matter. <br />Cornick stated Council Member Printup is out of line on it and that he has no comment on it other than <br />that Council Member Levang said it all. Cornick stated he is not going to point fingers at anyone and that <br />he has voted the way he wants to vote. <br />Mattick stated for purposes of clarification, his understanding of the motion is that the Pavement <br />Management Levy will go from $401,500 to $253,000, which is a reduction of $148,500. Mattick noted <br />all other aspects of the resolution will remain the same. If the $148,500 is removed, the levy amount goes <br />from $5,353,730 to $5,205,230. <br />McMillan stated that is correct. <br />Levang moved, Cornick seconded, to adopt RESOLUTION NO. 6705, a Resolution Adopting the <br />Final 2017 General Fund Budget. VOTE: Ayes 5, Nays 0. <br />Levang moved, Cornick seconded, to adopt RESOLUTION NO. 6706, a Resolution Adopting the <br />2017 Special Revenue Funds Budgets and to adopt RESOLUTION NO. 6707 , a Resolution <br />Adopting the 2017 Enterprise Funds Budgets. VOTE: Ayes 5, Nays 0. <br />Levang moved, Cornick seconded, to adopt the 2017 Capital Improvement Plan (CIP). VOTE: <br />Ayes 5, Nays 0. <br />APPROVAL OF AGENDA <br />Page 8 of 33 <br />
